A mid-90s 2D platformer that my uncle bought me

I have a vague memory of a game my uncle bought that’s been bothering me for years now. I’ll try my best to give a description but at tough to nail some stuff down because a lot of my gaming experience early in my childhood was hand me downs once stuff was no longer expensive, so details might be weird.

Platform(s): So, the earliest console I remember owning was an N64, but from what I know about retro gaming this could have also been a SNES or Genesis game. The art style seems too complex for SNES but that might also be my memory making it look better than it actually did.

Genre: It was a 2D platformer.

Estimated year of release: This is tough, but I’m gonna guess the mid 90s. I was born in 94, which would’ve made me 5 or 6 by 2000, and it was the early 2000s I remember playing this game. Considering who my uncle was and how cheap he was, this was very definitely a game he bought for cheap at a flea market or garage sale thinking I’d like it. It wouldn’t have been a recent release.

Graphics/art style: I remember it being very much like looney tunes or those early Disney games based on the musicals like Aladdin or Hercules. Like a hand drawn 2D style that was fluid, I don’t remember it being pixelated.

Notable characters: The main character was some kind of anthropomorphic white anime with a bit of red on him. I remember him looking a lot like Roger Rabbit, but I don’t think it was him. I do also vaguely remember one of the enemies being a vacuum cleaner with eyes that would zoom back and forth in a room, forcing you to jump over him.

Notable gameplay mechanics: I distinctly remember being inside a building, like a house, and the house was on the foreground, and the wall disappeared to view the characters and action inside. So it’s like you were looking through an invisible wall from the outside of the house, and you could still see the roof on top, and the. The background was a city skyline, and it would do the parallax thing of the background moving at a slower rate than you were moving to simulate distance. Luigi’s Mansion is a good reference point, but if you could also see outside from the roof if that makes sense.

Other details: There might have been some light horror elements? Like the vacuums I remember having angry eyes and I remember interpreting that as them being possessed, but I could be wrong.
