Both new units are missing key buffs that hold them down, an analysis on why this banner is 7/10

 So after playing PVP for a few hours. I have noticed a big flaw in each units kit. Starting with Goku, this guy has no damage outside of his ult, he needs way more buffs to damage than just a simple 40% and it shows. Yes he gets 20% when someone switches. But chances are they switched to a purple anyways. It's simple, he is too weak. Now buu, has damage by the ton, even arts draw speed. But he doesn't increase ki recovery or reduce arts costs. So say you get a 45% damage increase with his green. You probably won't have lots of ki to use that with. So you pop his ult to use that damage, well now he has a similar situation as Goku. The difference being he can pop the green before he starts a combo. But it only last for 10 counts. All this has lead me to believe that buu is a better asset to his team than Goku, Goku provides a cover yes, but no other team support after that. Buu, brings 3 green cards to the table. Which on Regen, with nail, and buuhan, makes the team substantially more flexible. Buu also has a constant heal paired with damage reduction. 

I think element doesn't matter too much because of how bandai shifts the color meta frequently.
