My friend was offered a scholarship, got ghosted for two months, and apparently lost the scholarship.

My friend was awarded a theater scholarship in January, a full ride for the first year at a local community college. He applied to the college and is attending there in the fall. He has consistently been trying to get in contact with the theater director there since February to nail down specifics, and never received any sort of reply. The director has apparently been out of state since the beginning of summer, but no one received any explanation for the other FOUR MONTHS of no contact. Today was one of the first times he has been on campus, to meet roommates and such, and he talked to the financial aid department there to try and sort things out. They directed him to the theater department. He called the director of fine arts and set up an impromptu meeting, and she told my friend that he was essentially shit out of luck; they had already given out all the scholarships for the fall.

Is there any sort of legal action he can take? He has multiple forms of confirmation in writing that he was offered the scholarship. He was offered acting scholarships from multiple different schools aside from this one, so there is obvious lost value from getting ghosted by this department. We all live in central Texas, which is also where the college is based. Any help is appreciated.
