Noob question about size and scaling

I was hoping to get some insight from the community on the topic of size and scaling. I'm a complete amateur and have never coded or released anything so please feel free to explain things in painful detail :)

Basically I need to know how I should be going about sizing my sprites and backgrounds etc.

I am currently working with a 1920x1080 display setting by specifying get_display_width & height in my Game Master object (a persistent obj I create once in the main menu on launch, please advise if I should adjust this).

I don't really know how many people will be running the game at this resolution but I imagine it's an overwhelming majority. Should I even be considering what things will look like at 800x600 etc? Or should I be more worried about 4K plus resolutions rendering my sprites completely invisible to those users? I'd lean more towards wanting to future proof my game by accommodating those 4K resolutions as they become the norm as 1080p eventually did.

My sprites range from 64-250 x 64-250 (some are perfect squares and others are odd values like 64x52 or something. Will this be a problem with different resolutions?). I suppose this means I'm working in "pixel art" sizes and scales. Should I not be working with a 1920x1080 default but instead be working in a tiny format that I will then multiply to scale depending on the resolution selected in the settings menu? I really am oblivious on this subject.

If so.... I am assuming I'll eventually get around to coding a settings menu wherein I can change the resolution in order to multiply and scale things up.

Am I really shooting myself in the foot not stopping at this point and attending to these concerns? Should I halt all production and nail this stuff before I invest in my "real" art assets and replace place holders.

I'm honestly further than I've gotten with any project and I have a real hope of finishing this one and releasing to Steam by next year. If any of you would be so kind as to educate me in this subject, I'd sincerely appreciate it.
