Girls, what’s the best gel manicure technician? Looking for good nails.

So I’m quite spoilt by Russian manicure which I think is always impeccable, so I’m looking for someone who’s working with an e-file (optional though), and can do a nice, precise coverage, and creative nail art. Thanks!
