How to start a project effectively

Hi all, I wanted to get some feedback on "where and how to start" effectively. Now, my background is programming in Unity, but I've been slowly teaching myself both hand drawn and pixel art to at least make concept art of each. I've got a dedicated music and SFX composer as well. I'm planning on commissioning most of the art and buying a UI pack and restructuring it. I've got a story in my head already planned out and I will be handling all of my own level and game mechanic designs, I have some experience here as well.

My discussion point then becomes: what does early development look like? Should I found on nailing the story to 95% first? Or immediately begin getting art (that I know won't be changing) made? Start doing level design based on story? Go ahead and program core controls? All of these things are obviously important, but what would a good development flow look like?
