Blackmagic Fusion efficient for explainer motion graphic videos?

hey guys, I'm wanting to get back into motion comics and currently learning fusion. However it seems Blender 3D also has a build in compositor and at some point I'd like to integrate 3D in a simple manner for more dynamic shots. so debating should I jump on that instead...

Anyway, I want to do some expository scenes like those in Metal Gear Solid and wondering if fusion is capable of handling these effects. heres an example from 3:40 to 8:20 mgs S.O.P. explained.

from the words popping out (call outs I think they are called), self generating text, alternating numbers etc. and the white points following lines, basically all of it. I feel after effects would be easy considering the amount of tutorials out there, plugins and past experience I have with adobe, but money is an issue for me. so free is the way forward.

im also interested in these kind of motion graphics, ignoring the figure animations, but more just the whole graphics side of things like pop ups. vibrant motion graphics.

I can take care of the art side of things. its just learning fusion that I need to nail down.

any additional help in pointing me to tutorials to learn the ins and outs of fusions capabilities would be appreciated.

just trying to read through the manual, but visual effects are perhaps best taught visually lol.
