Why do I get told off when I wear a hot pink nail polish while other fellow female workers show a lot of cleavage or even their bellies?!

Why?! I dress nicely and according to my position on our institution, I'm also a good employee and lecturer, but I can't even wear a bit of cleavage or wear certain nail polish Colour because I could get told off, but this girl at the office and others show half of their mid rib or a lot of their cleavage or even do not very subtle nail art and nothing happens to them!
