Is it normal for a moyou order to come like this?

I’m a newbie to nail art etc and wanted to try stamping. Ordered some stuff from moyou and it arrived today. One of the stampers has been sent in a little canvas bag with nothing protecting the actual sticky stamper bit so it’s covered in fluff and dust etc! This can’t be normal? I’m not very impressed :/
