The problem with charm tier lists

They rarely count charm interactions on the final result, Like: Sharp Shadow (1x Nail damage) + Dash Master (less cooldown on Dash, and increases Sharp Shadow damage to 1.5x Nail damage) + Nailmaster Glory, is probably the best combo in the game if you know how to use Nail Arts properly.

Because you'll have consistent DPS (you'll damage enemies even when evading), decent Nail DPS (less than Un.Strenght + Quickslash, but still very good), much safer playstyle (Sharp Shadow increases dash length so you can iframes through almost everything if not everything, just don't use it on White Palace, fucking seriously), and you'll still have 6 charm notches available to use.

That's just one example of a build that should be considered when doing charm tier lists.
