I don't love the power scaling in Dragon Ball. For a number of reasons, I feel like a lot of things don't make sense. Here's how I would rework it.
Tier 0: Non Athletic Humans
This tier is for average humans with no martial arts training. For the most part, they're like real world humans. Though, because the Dragon Ball Universe is a little cartoony, they can often recover from blows that would maim or cripple you and me.
Tier 1: Human Martial Artists
These are humans with martial arts training. By real world standards, many of them are slightly superhuman. A number of them are wall busters.
- Pilaf Saga Goku and Yamcha (This is a retcon. In the true continuity, they were significantly above wall buster level.)
- Most World Martial Arts Tournament fighters
- Most high ranking Red Ribbon Army members
Tier 2: Roshi Trained Fighters
These are fighters who have been trained by Roshi or had equivalent training. They're bullet speed, they're bullet proof, and they can lift large boulders.
- Tournament Saga Goku, Krillin, and Yamcha
- Casual Roshi
- The Ox King
- General Blue
- Mercenary Tao
- Grandpa Gohan
- Original Chiaotzu
Tier 3: Korin Trained Fighters
These are fighters who have received the equivalent of Korin's training. They can defeat an entire military with ease.
- Buff Roshi
- Korin trained Goku
- Original Tien
- King Piccolo's minions
- Piccolo Jr. Saga Yamcha, Krillin, and Chiaotzu
- Saibamen (In the true continuity, these disposable minions are easily stronger than any character that appeared in the original series. I think this is silly. I'd make them significantly weaker.)
- Average Frieza Soldiers (Like the Saibamen, average Frieza soldiers are stronger than King Piccolo in the true continuity. I think this is dumb. They're just mooks, they should be weaker.)
- Average Warrior Type Namekians (I don't like the fact that in the true continuity, Kami and King Piccolo are significantly weaker than the average warrior type Namekian. I would change this.)
Tier 4: Kami Trained Fighters
Characters in this tier can defeat the combined military might of Earth. They're lightning speed. They can lob energy blasts with the power of nuclear bombs. At max power, they can destroy planetoids like the moon.
- Buff Roshi with his max Kamehameha (I would say that while Roshi is not ordinarily in this tier, the max Kamehameha is a hax ability that allows people to punch above their weight class.)
- King Piccolo and Kami (As a retcon, I'd make these two characters fairly similar in power. I don't like the fact that in the true continuity, Kami is significantly more powerful.)
- Goku after Kami's training
- Piccolo Jr. at his debut
- Gohan after Piccolo's training
- The Z Fighters after Kami's training (In the true continuity, they became significantly more powerful than Goku after Kami's training. This is weird. In my retcon, I'd make them about equal, if not a little weaker, than Goku after Kami's training.)
- Raditz (He's near the top of the tier.)
- Nappa (As a retcon, I'd make him only slightly stronger than Raditz. In my continuity, Kami trained Goku is equal to the Kami trained Z Fighters. As such, Nappa needs to be weakened in order to keep his fight with Z Fighters the same.)
Tier 5: King Kai Trained Fighters
These are some of the strongest beings in the universe. They move at relativistic speeds. They're not quite planet busters. But, if they were to hit Earth with their strongest attack, they could wipe out all life on the planet.
- The North, South, East, and West Kais
- Goku after King Kai's training
- Original Vegeta (As a retcon, I'm eliminating zenkais. They were forgotten after the Frieza Saga. Instead, I'm going to say that Vegeta's strength didn't change much from the Saiyan Saga through the Frieza Saga. Most fights remain the same. We simply ignore certain character statements.)
- Dodoria
- Zarbon (Because there are no zenkais in my retcon, Zarbon is comparable to Saiyan Saga Vegeta. We can say Vegeta initially lost to Zarbon because he was tired and caught off guard. Vegeta won the 2nd fight because he recovered and was prepared for Zarbon's ability to buff.)
- Nail
- The Ginyu Force
- Gohan and Krillin after their potential is unlocked
- The Z Fighters after training with King Kai
- Piccolo after fusing with Nail
- Goku after his gravity training (As explained, there are no zenkais in my retcon. He's as strong during his fight with Captain Ginyu as he is during his fight with Frieza. The only thing that needs to be changed is a few character statements. Otherwise, the fights can remain mostly the same.)
- Androids 19 and 20
Tier 6: Planet Busters
We've now reached the pinnacle of strength, as far as most beings in the universe are aware. These are light speed planet busters.
In the true continuity, tons of characters are arguably at this level. But, I don't like that. For one, it diminishes Frieza's planet busting. Also, in the true continuity, it's a miracle that the Saiyans didn't blow up their own planet by mistake.
- Frieza (I'm going to say that he doesn't truly reach this tier until his 4th form. In his 1st through 3rd form, his fighting ability puts him in Tier 5. Though, even in his weaker forms, he's capable harnessing his power for large planet busting attacks.)
- Super Saiyan Goku
- Super Saiyan Future Trunks
- Super Saiyan Vegeta
- Super Saiyan Gohan
- Androids 18, 17, and 16
- Piccolo after fusing with Kami
- The Saiyans after the Hyperbolic Time Chamber Training
- Imperfect through Perfect Cell
- Supreme Kai
- Dabura
- Base Goku after absorbing Super Saiyan God (Super's power scaling is weird and debatable. In the true continuity, Goku is arguably in Tier 8 after his fight with Beerus. But, if this is true, we're forced to give big power ups to tons of other characters, and the story gets messy. Throughout the bulk of Super, Goku seems to go through 3 main stages as he's powering up, base, SSJ, and SSG/SSB. I think the story is neater if each of these stages correlates to a different tier.)
- Base Vegeta after absorbing Super Saiyan God (Vegeta should be about equal to Goku.)
- Base Cabba
- Zamasu
- Base Caulifla
- The Z Fighters in the Universal Tournament (We can probably assume that by the time of the tournament, the human Z fighters have leveled up)
- Average Universal Tournament Fighters (In reality, they probably run the gamut. Some are stronger and some are weaker. But, I would assume that most of them lie in this tier)
Tier 7: Star Busters
At this point, things are getting insane. Beings of this tier are legends, even to the gods. They're massively faster than light and can blow up stars.
- Super Perfect Cell
- Super Saiyan 2 Gohan
- Super Saiyan 2 Vegeta
- Super Saiyan 2 Goku
- Fat Buu
- Super Saiyan 3 Goku (Honestly, I feel like SSJ3 only seemed like a slight increase over SSJ2. SSJ2 Vegeta was only a little weaker than Buu, and SSJ3 Goku was only a little stronger. I don't think its a big enough increase to justify getting its own tier.)
- Super Buu
- Super Saiyan 3 Gotenks
- Ultimate Gohan
- Kid Buu
- Super Saiyan Goku after absorbing Super Saiyan God (I explained my reasoning for this previously)
- Super Saiyan Vegeta after absorbing Super Saiyan God (Again, Vegeta should be equal to Goku)
- Super Saiyan Cabba
- Magetta
- Super Saiyan Caulifla
- Ribrianne (She demonstrated the ability to compete with SSJ Vegeta, and she was later able to get stronger.)
- Dragon Ball Super Android 18 (She was able to defeat Ribrianne.)
- Dyspo
Tier 8: Universe Shakers
Most people have no idea that this tier exists. These are beings with the power to threaten the very universe. They're so fast, they can move when time seems to be stopped. When powering up, they can shake the universe. Their attacks can send dangerous ripples through the fabric of reality. They can punch holes in the universe.
- Enraged Buuhan (His ability to tear holes in the universe bumps him into this tier)
- Vegito
- The Gods of Destruction
- Super Saiyan God Goku
- Super Saiyan God Vegeta
- Golden Frieza
- Super Saiyan Blue Goku
- Super Saiyan Blue Vegeta
- Hit
- Goku Black
- Merged Zamasu
- Dragon Ball Super Android 17
- Toppo
- Super Saiyan Berserk Kale
- Kefla
- Jiren
- Ultra Instinct Goku
- Dragon Ball Super Broly
- Gogeta
Tier 9: Angels
Who knows how strong these beings are. They're probably universe busters.
Tier 10: Zeno
This is the tier reserved for the one and only ruler of the universe. He can erase universes with the snap of his fingers. His power is unfathomable.
