Can you do gel nail art over regular nail polish? Would I need to soak them off or would they just come off with remover?

I am not one for wearing gel nail polish.

But I adore the delicate cool nail art that people do with gel.

Would it work to use gel for only the nail art on top of regular nail polish?

Also, do you think I would be able to remove without having to soak them off?
