Yes, I know that my ideas don't mean shit and I know that this game is years away but still, I don't think there's a more inevitable game in the world and it's fun to talk about regardless.
Rockstar has said in the past that the first thing they start with when creating any open world game is the world, so that's what I'll start with too.
The game will be set in 1989 Vice City (Miami), three years after Tommy Vercetti took control of the city in the original Vice City. This may sound stupid, but the city'll be the exact same size as it was in Vice City. Vice City's map was about 2/3 of the size of Liberty City and Los Santos which makes sense as those are based on cities that are much larger than Miami in real life.
Where this game will make up for it however, is in the interiors. Every public interior will be accessible. This means that most skyscrapers won't have anything in them beyond a lobby but still, there will be tons of entire buildings that are open to bringing your violent escapades into.
Southwest of Vice City there'll be a very long bridge with three islands on it. These islands will be based on the Florida Keys. There will be plenty of houses on these islands with unique interiors that will be purchasable in single player (along with a few fancy penthouses in the city). A tad further west of the last Key will be a very old and large hexagonal brick prison based on Fort Jefferson.
West of Vice City will be an extremely large swampland based on the Everglades, containing a vast array of diverse wildlife.
East of Vice City will be an island based on the Bahamas. Here there'll be three small towns; one resort and two slums.
North of Vice City will be a large lake (around the same size as the Alamo Sea in GTA V but much rounder); and beyond that a satirical theme park based on Disney World. To the west, a space center with a rocket.
Now, the problem with Florida's terrain is how repetitive it is. The highest point in the state is only around 300 feet (for reference, Mt. Chiliad, a mountain in a damn video game, is more than ten times the height). This means that the game needs something farther to the north.
North of the theme park, after miles of plains (in which a military base will be located somewhere), is Appalachia. There will be a mountain taller than Mt. Chiliad and there will be several smaller hills as well.
Then - beyond the mountains - another Vice City sized city emerges from the horizon. Capital City. During the winter, Capital City will be covered in a dusting of snow. North of Capital City is simply ocean.
Now, for the next part: the story. You will play as an immigrant from Cuba. It may seem like there's a lot of Scarface parallels here, but this is where they stop. The protagonist is a much more reservered and kind-hearted character - sort of like C.J. or Jack Marston.
Arriving in 1989, he is the last of his close friends to emigrate. When he arrives, they already have plans for him. They all came to Vice City with the intention of following the American dream but instead turned to crime, and they want the protagonist to follow suit; and when he sees no other way he does.
However he quickly becomes in over his head and is torn in which path he should take: maintain his strong loyalty with his friends who've helped him more than his family ever did and enjoy success, or follow his moral compass.
As the game goes on the protagonist becomes aquatinted with more and more people he'd never have expected to; from corrupt politicians to drug lord and adult film producer Tommy Vercetti.
Now, for the gameplay. The weapon wheel will return but only one weapon of each type can be carried and ammo capacity will be capped at 1,750 (unless you've 100%ed the game, then it will be infinite). You can however carry as many weapons as you'd like in the trunk of your designated personal vehicle. The weapon customization system from RDR II will be carried over.
Upon entering any area you haven't unlocked yet, you will receive six stars. Upon six stars (which will be much, much harder to reach than it used to be), there will be a military response. Upon five stars there snipers will be brought out. Police AI will be smarter but not psychic; they will be more relentless and follow you for longer but if they didn't see you go somewhere they won't follow you there.
Every vehicle can be customized at a Benny's level without further payment. Most vehicles will struggle greatly in off road situations, giving off road vehicles an actual purpose.
Much more effort will be put into the free aim, making it a serviceable option.
Limb dismemberment will be a feature.
There will be entirely optional side missions with compelling narratives and action packed sequences.
