Need help finding: a primer to smooth out textured acne scars, a non-lasting mascara + eyeliner (to practice with,) and a bright colored eyeshadow palette for cheap

Hello everyone! I am pretty new to makeup (well I wore some in high school 10 years ago, but it's much different now) and I need some suggestions.

I have watched some beauty YouTubers, and they are always pushing different stuff it's hard to know what they are being paid to say and what actually works. For now I am in the practicing stages, trying out a look on Sat or Sun and taking it off before going out anywhere cause it looks like crap most times. I got cheap makeup from Kleancolor, which seems to work well enough for foundation, concealer, setting powder, blush, bronzer, and highlight, but the eyeshadows suck. The color has ridiculous fall out on my face and basically nothing sticks or blends out well on the eye. (I love Kleancolors nail polishes, I can get tons of colors to do fun nail art for $1 each, heck yes!) Also the mascara and eyeliner works well, but TOO well because it's a total PITA to remove.

So as the title states, I would love suggestions for a primer that can smooth out severely textured scarred skin, some mascara and eyeliner that is easy to wash off, even from the lower waterline, and a decent quality bright colored eyeshadow palette. I have been considering the NYX eyeshadow palette even though it's a little more than I would like, but I have no ideas for the rest. Thanks!
