Beach Glass Nails: Any advice on what products to use?

Hello! I'm a nail art beginner, but have been really interested in trying to make beach glass nails. I've googled around and searched this subreddit for ideas but can't seem to find any pictures that look like what I want (most pictures just look like shards of glass on nails). I'm looking for something like this picture of beach glass (but not necessarily in green, could be blue or brown!(https://ohiomagazine.azureedge.net/sitefinity/images/default-source/articles/2016/june-2016/ae-beach-glass-green-glass.jpg?sfvrsn=a314d038_2)

Last night I tried painting a clear/glossy gel topcoat and then a matte topcoat on top of light blue Essie polish but it just looks like I have blue matte nails now (nice, but not what I need!). How would I achieve that almost 3D sheer/matte look you see in beach glass? Maybe put a jelly polish down first instead of a solid color?

If I figure it out I'll post the results back to this group. Thanks for your help!
