Backstory: Not much is known about Terrelli or his past. All that is really known is that he came to Inkopolis in a cloak to hide his identity. The reasoning for shrouding himself, he says, was because he was unsure what he was getting into.
When Terrelli came to the city, he was greeted kindly by four inklings. They showed him the battles that they have, while Terrelli simply watched. He says that this is what captivated him to this world, eventually leading up to starting up his corporation Sea Snakes.
However, a few days after being introduced into the city, Terrelli swiftly left, saying something doesn't "feel right." It was about a week before he came back - but was hospitalized upon his return. Rescued by the Squid Sisters, it seems, Terrelli was the first patient to never panic while in the hospital. It was at this time that Terrelli decided to not wear his shroud anymore.
Terrelli started work on making his own corporate entity. However, how he did so differs greatly from other corporations. Normally, a corporation would receive a loan from the powers, and pay it back with the money they earn. Terrelli instead brought his weapon idea to the Splat corporation, the creators of the Splattershot and Splat Roller. He made a deal that he would get a majority of the profits, and would watch the build process. Splat was willing to accept the offer out of kindness. Together, they created the Rocket Splatling.
Terrelli eventually grew his business, creating his own corporate brand, the Sea Snakes. He plans to have his brand explore wildly new ideas, as well as collaborating with other brand if the ideas he attains aren't too original. One such of these ideas is that the brand actually makes clothing. These clothes appear far more formal than anything else.
Terrelli takes breaks from such weapon and clothing making every now and then, and spends that time on other jobs. He took role of newscaster when Off the Hook decided to stop. He designs buildings and stages for Neo construction, as well as supervising the construction, making sure it's a relatively safe environment. He also works as a "fisherman", meaning he works along side Grizzco Industries for their Salmon Run shifts, even if he runs them slightly different than Mr. Grizz.
Terrelli also took his time to create specialized tutorials for any new inklings that arrive. He created recordings to note if it's their first time, and directs them to the manual for the mode they will be playing. For these manuals, he also created videos to help walk through the mechanics of the mode. Terrelli also designed the Gallery, a series of pictures displaying all the weapons you can buy. He created videos for all the weapons, involving the main selected, sub selected, special selected, as well as general sub use, general special use, and specifics of the weapon with the kit it has.
Overall, Terrelli is a hard-working individual that has a passion for everything he does. Though no one knows his true name, or what he even is, everyone treats him as a part of society. He also revealed that he has plans for a secret project, some challenge for the inklings, but he hasn't revealed what it is yet. Although trust about this secret project is a bit weak, Terrelli promises "by crossing his heart" that his project is nothing evil in the slightest.

PAST
Terrelli is in fact a human. A HUMAN. If you're asking how a human is here, there would be a few sunken scrolls found in Octo Canyon that hint strongly at how. The first sunken scroll would reveal that Terrelli was attempted to be revived by an Octarian machine, designed and tested by Marina Ida 5 years ago. The Octarians were thinking that reviving an ancient creature for their cause could help them against the ignorant inklings. They had a single finger bone when they started the machine. However, just before the machine could start, some sea water was spilled into the machine, which would be used by Octarian scientists to see if that has any potential. The results of the test was a machine broken beyond repair, and a small, fleshy hand, and nothing more. Ida was upset, but leader Octavio was willing to let it slide if Ida hid the hand somewhere far away. The second one reveals Marina Ida hid the hand in a forest. This forest was fairly near a campground unknowingly, because this ground was yet to have its construction begin. A few weeks after hiding the hand, Ida revisited it secretly to find that it grew somewhat, and the campground near finish construction. Thinking nothing of it, she left it there and never revisited it.
Being near Camp Triggerfish allowed Terrelli to learn the language while his body was gradually growing back to normal. Terrelli is not exactly a normal human. Because of the sea water that spilled into the machine, Terrelli gained the ability to control water... for some reason. When he realized this, he took some of his time to practice his control, particularly when he gets frustrated on a current project.He plans for his secret project to involve his abilities at some point.
PRESENT
Terrelli fully supervises his run in Salmon Run. How he runs his differently from Mr. Grizz is very simple. Terrelli allows the inklings to bring their own weapons, with their subs and specials, as well as abilities. He also provides a weak sub weapon for dealing with other things, such as flyfish. The specials can be charged, and Terrelli gives a special brace that allows the inklings to see a simplified map - one that only allows seeing teammates and beakons, no enemies or terrain.
Terrelli will also look to help the New Squidbeak Splatoon in their journey to.... whatever Splatoon 3 has to offer.
